Hyresgästföreningen är Sveriges största medlemsorganisation för hyresgästers intressen och rättigheter, med över en halv miljon medlemmar. I Region Norrland företräder vi över 45 000 medlemmar och förhandlar hyror för omkring 127 000 lägenheter i 44 kommuner. Med runt 40 anställda och kontor i Kiruna, Gällivare, Luleå, Skellefteå, Umeå, Sundsvall och Östersund arbetar vi varje dag för att stärka hyresgästers inflytande och förbättra boendet i regionen. Det har vi gjort länge, och vi kommer fortsätta göra det även i framtiden.

Ditt nya arbete
Förhandlingsenheten arbetar för att stärka hyresgästers inflytande i boendefrågor och för att hyror ska förhandlas på ett rättvist sätt. Arbetet sker i nära samarbete med våra engagerade förtroendevalda.
Som Enhetschef får du en strategisk och utvecklande roll där du leder och vidareutvecklar enheten med ett coachande och modernt ledarskap. Du blir chef för 13 kunniga och engagerade medarbetare som är stationerade på våra sju kontor i regionen, vilket medför att du leder din enhet på distans.
Du ansvarar för att stärka kompetensen både hos medarbetare och förtroendevalda och för att säkerställa att hyresgäster har ett reellt inflytande i förhandlingsarbetet. Rollen innebär att du rapporterar till Regionchef, är föredragande i regionstyrelsen i förhandlingsfrågor och ingår i regionens ledningsgrupp. Du kommer även att ha och skapa kontakt med olika samhällsaktörer inom det bostadspolitiska området.
Din profil
Vi söker dig som har en relevant akademisk utbildning, eller motsvarande erfarenhet, och som har flera års ledarskapserfarenhet med ett öppet, modernt och jämställt förhållningssätt. Det är meriterande om du har arbetat med förhandlingar eller påverkansarbete, gärna inom en medlemsorganisation eller inom civilsamhället. För att trivas i rollen behöver du ha både förmåga och intresse av att leda på distans.
Som person tror vi att du är kommunikativ, resultatinriktad och bra på att prioritera. Du ser helheten, skapar förtroende genom professionalitet och integritet och har lätt för att entusiasmera och motivera både medarbetare och förtroendevalda. Vi lägger stor vikt vid att du delar våra värderingar och har mycket god förmåga att uttrycka dig i både tal och skrift.

This is an exciting opportunity for a labour law specialist to provide commercially focused advice in all aspects of Labour and Employee Relations (LER) including union relations, Works Council engagement and blue and white collar collective bargaining obligations (at a local and central level) predominantly for our 2,000 employees in Sweden, but also with the potential to expand to other European locations.
What you will do
Provide advice on restructuring, redundancies, outsourcing, working time, workplace investigations, performance and conduct matters and termination of employment. You will also be required to review, analyze and draft employment contracts/ collective agreements.
Clear interpretation of HR Policy and Collective Bargaining Agreements (CBA) to People Leaders and HR Leaders on a wide range of subjects including employee discipline, grievances, compliance concerns and termination and to train, develop and improve employee relations capability across the region.
Establish and cost effectively lead outside counsel and employer association relationships (and budget) in region to support sophisticated employment and labour matters including dispute resolution, litigation and significant change management projects.
Provide advice, training and coaching on collective bargaining issues, pay negotiations, changes to terms and conditions of employment, policies, practices and procedures with significant focus on fair employment practices and compliance, creating high standards for people leadership and consistency for best practice.
Manage a L&ER; dashboard and provide important insights to the business while driving continuous improvement. Provide insightful meaningful market data/trends that supports business growth and decision making.
Case management tracking of employee relations issues in region, regular reporting and data analysis on case volume, trends and training needs in region.
Develop programs and initiatives that will support strategic efforts to enhance employee relations across the region and map goals and engage key regional partners to deploy training and other initiatives in an effective and sustainable way.
Develop a toolkit to assist HR and business leaders (including templates, policies, guidance and training materials) to empower regional team.
Build internal and external network for employee relations in region (with sector focus) to share knowledge and best practice.
Work as part of an international team to drive simplification initiatives and consistent enterprise standards for LER across Europe.
Staying ahead of relevant legal developments across our European operations.

Qualifications/Requirements
Degree level qualification within human resource management or labour law (or equivalent).
Demonstrated experience of HR and extensive employee relations experience including time spent in a heavily unionized environment providing demonstrable experience, understanding and knowledge of blue collar CBA.
Proven HR tactical and strategic experience including experience in managing significant change management projects.
Demonstrable fluency in Swedish and English, including ability to draft and negotiate and present business documents.
Extensive “hands-on” LER experience, working with senior management and trade unions/Works Councils and in leading consultations and negotiations under collective bargaining frameworks on a local and central level.
Experience from partnering and collaborating with employer organizations.
A proven commitment to integrity and professionalism, and passion for excellence.
Ability to work across a heavily matrixed organisation and build relationships at all levels of the organisation.
Outstanding negotiating skills and in complex international environment, substantial experience working in different cultures and an open and tolerant mind with respect to diversity.
Strong project management and prioritisation skills.
Willingness to travel to cover our large site in Uppsala as well as European region if necessary
